On behalf of our client EACOP, we are looking for a competentskilled, and experienced  Spread Superintendent to work in Uganda.

JOB DIMENSION
The Spread Superintendent is responsible for overall field management & pipeline supervision of the day-to-day construction activities of the EPcmC staff & CONTRACTORs. They will ensure work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications. The spread Superintendent will be responsible for supervision of the pipeline ROW preparation and access, stringing, stacking and general pipeline construction activities.

ACTIVITIES

  • To manage the allocated LOT within the pipeline spreads and area packages.
  • Directly supporting the EPcmC staff & the CONTRACTORs ensuring delivery of the Pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.
  • Ensuring local partners and local contractors receive and understand clear instructions and guidance.
  • To provide on the job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
  • Ensure CONTRACTORs are fully executing and complying with their contracted scope of work.
  • Implement, use and communicate safe work practices on and off the project sites.
  • Participate in the review of project schedules with the Project Management team.
  • Participate in constructability and technical design reviews to identify any opportunities for optimisation.
  • Supporting the Supervisors on the pipeline Installations and co-ordinating daily reporting requirements.
  • Coordinating ROW access permits, profile surveys, clearing and grading works for final pipeline route.
  • Planning and coordination of pipeline material deliveries and stringing activities along the ROW.
  • Verifying the required civil and concrete works to support the pipeline placement activities are completed.
  • Planning and coordination of pipe laying in readiness for welding activities.
  • Ensure critical materials & equipment are being stored and monitored with preservation records available.
  • Ensure 3rd Party provider for NDE inspection and testing are not delayed due to access or schedule.
  • Identify conflicts in construction progress and communicate them to project team for resolution.
  • Providing instruction and supervision to junior field engineers on day-to-day pipeline scope execution.
  • Ensure logistics team are managing ROS dates for site pipeline materials to maintain schedule.
  • Interface with field engineering, ETIS, AGI and MST Superintendents to ensure the delineation of battery limit scopes are clearly communicated and understood by all stakeholders.
  • Planning and coordination of ITP inspection surveillance and hold points by the designated personnel.
  • Planning and coordination of system / subsystem completion for testing and commissioning readiness.
  • Work within a multi-cultural business framework and provide ethical and compliant support.
  • Mentor exemplary behaviour regarding HSE, Ethics and Company “Code of Conduct” policy

CONTEXT CONTEXT AND ENVIRONMENT AND ENVIRONMENT.
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a Serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering, Procurement, and construction management support interfacing with all other Contractors. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda), and the need for project development following IFC standards to secure the necessary financing.

ACCOUNTABILITIES
Directly supporting the EACOP staff ensuring delivery of the Pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.

  • To provide on the job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
  • Implement, use, and communicate safe work practices on and off the project sites.
  • Communicate and mentor EACOP principles of ‘Life’ and Zero Harm into the EACOP project delivery.
  • Engaging and communicating the HSE roles & responsibilities to the project leadership and staff teams
  • Liaise with Project R3 and ensure cross-functional coordination and engagement where required.
  • Ensure that the HSE organisation and management systems processes are operating and compliant
  • Review COMPANY CONTRACTOR’s HSE procedures, processes, and documentation such as SMP’s, SWMS, SOP’s etc. to ensure minimum compliance to the Contract and HSE regulatory requirements.
  • Engaging and advising the site supervision and field engineers of their HSE roles and responsibilities.
  • Approval of Contractor’s submitted project HSE documents, such as SMP, SOP’s and WMS
  • Monitor, manage and direct surveillance and inspection activities of EPcmC H&S advisors
  • inspect the HSE activities of contracted 2nd & 3rd party inspection services.
  • Review and report the field status of Construction progress against agreed HSE KPI’s.
  • Update databases and record storage with HSE systems reports and compliance audits results
  • Review and comment on COMPANY CONTRACTORS’ Safety inspection reports and act
  • Participate in H2SE inspections, assessments, Incident Investigation, or Incident Reviews as instructed
  • Attend COMPANY CONTRACTOR HSE audits and engage as directed
  • Perform specific focused HSE compliance audits/surveillance reviews as scheduled or necessary.
  • Preparing and presenting HSE moments, at Toolbox talks, pre-starts, and office-based locations
  • Attend regular scheduled project meetings as required and verify HSE metrics and KPI’s tabled
  • Manage and co-ordinate the surveillance and compliance reviews of COMPANY CONTRACTORS in accordance with the agreed surveillance plan and / or inspection and test plan (ITP), etc.
  • Perform inspections of equipment/materials/installations to ensure HSE compliance.
  • Work within a multi-cultural business framework and provide ethical and compliant support.
  • Mentor exemplary behaviour regarding HSE, Ethics and Company “Code of Conduct” policy.

     Qualification

  • Tertiary/Professional qualification in pipeline construction management or other Company agreed applicable discipline qualifications that support the construction management and execution of the onshore Pipeline and related AGI, EITS and MST facilities work scopes.
  • A minimum of 15 years of greenfield pipeline construction experience working in the Oil & Gas sectors.
  • 10 years of pipeline construction experience working within a cross-functional oil & gas pipeline project team supporting; field engineering, interface, pipeline construction and commissioning readiness.
  • Experienced in analysing live construction metrics to create accurate reporting KPI’s and progress status back to the Lot Manager and project management team

Required Competencies

  • Competency and proven experience within equivalent proprietary management systems and associateddesktop applications for project delivery
  • Competency within industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office; Word,Excel, PowerPoint, Visio
  • A high focus on identifying and meeting the key project deliverables and objectives.
  • Demonstrated knowledge of compliance, risk controls and site HSE requirements
  • Demonstrate proficiency in the interpretation of engineering drawings, plans and specifications.
  • Comprehensive understanding of pipeline construction methodologies and execution strategy
  • Understanding of critical path and key milestones within the construction planning programs
  • Demonstrated knowledge and understanding of the criticality of material ROS dates to support schedules.
  • Demonstrated knowledge & understanding of ASME, API, ISO, ASTM regarding pipeline works.
  • Demonstrated knowledge of system/sub-systems testing, commissioning and completions management
  • Comprehensive knowledge and understanding pipeline hydro-testing, flushing, cleaning and box-up.
  • Comprehensive knowledge and understanding of flange management and bolt torque procedures.
  • Comprehensive knowledge and experience managing LOTO and energy isolation procedures.
  • Demonstrated communication skills including the ability to articulate construction concerns and solutions with

teams consisting of individuals with various technical and educational backgrounds.

  • Previous experience working with multicultural contractors’ and reporting their performance.
  • Staff management experience (knowledge of mentoring and motivation techniques)
  • Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
