Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.
On behalf of our client EACOP, we are looking for a competent, skilled, and experienced Quality Control Supervisor to work in Uganda.

JOB DIMENSION
The QC Supervisor reports to the QC Lead and has the responsibility of co-ordinating the day-to-day quality activities of the allocated construction quality staff and CONTRACTORs. The Quality Supervisor shall hold qualifications in the designated disciplines for which this role is engaged, e.g., Welding, Coating, Structural, Electrical, Mechanical, Telecoms etc. They will ensure work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications.
ACTIVITIES
- Directly supporting the EACOP staff & the CONTRACTORs ensuring delivery of the Pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.
- To provide on-the-job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
- Implement, use, and communicate safe work practices on and off the project sites.
- Approval of Contractor’s submitted project quality documents, such as QMP, ITP’s and QCP’s
- Ensure that the allocated Lot Construction Quality Control organisation and management systems processes are operating in compliance with project specific assurance requirements.
- Review COMPANY CONTRACTOR’s procedures, processes, and documentation to ensure minimum compliance to the contract scopes of work.
- Monitor and review surveillance and inspection activities of EACOP QC advisors.
- Assist in assessing risk during Vendor Qualifications or Material Assessments
- Assist in supplier qualification and reassessment activities.
- Assist in the identification and implementation of systemic quality improvement efforts across the project.
- Monitor and report on the activities of contracted 2nd & 3rd party inspection services.
- Expedite and report on the status of Construction progress against agreed Quality KPI’s.
- Endorse SAT reports, complete Inspection Notes, Punch-list, and Acceptance Forms.
- Maintain databases and record storage for QC systems reports and compliance audits.
- Ensure 3rd Party NDE inspection agencies in site are certified and have qualified practitioners engaged.
- Proficient as a representative for presenting QC systems management to internal and external auditors.
- Review and comment on COMPANY CONTRACTORS’ QC inspection reports and act.
- Monitor compliance with the COMPANY CONTRACTOR document deliverables and data.
- Attend COMPANY CONTRACTOR quality audits and engage as directed.
- Perform specific focused quality compliance audits/surveillance reviews as scheduled or necessary.
- Monitor inspections of equipment/material deliveries and report OS&D or preservation non-compliance
- Monitor inspections of equipment/materials/installations to ensure conformance and build integrity.
- Attend regular scheduled project meetings as required and verify quality metrics and KPI’s tabled.
- Identify quality conflicts in construction and communicate them to project team for resolution.
- Monitor the surveillance and compliance reviews of COMPANY CONTRACTORS in accordance with the agreed surveillance plan and / or inspection and test plan (ITP), etc.
- Ensure critical materials & equipment are being stored and monitored with preservation records available.
- Work within a multi-cultural business framework and provide ethical and compliant support.
- Mentor exemplary behaviour regarding HSE, Ethics and Company “Code of Conduct” policy.
CONTEXT CONTEXT AND ENVIRONMENT AND ENVIRONMENT.
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a Serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering, Procurement, and support interfacing with all other Contractors. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities.
The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
ACCOUNTABILITIES
- Ensure compliance with Ugandan rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
- To ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
- Supporting and coordination EACOP project teams.
Qualification
- Tertiary/Professional/Technical qualification in quality management or other Company agreed applicable certification schemes (CSWIP/BGAS/IIW/NACE/AWS) that support the assurance management and compliant execution delivery of the onshore Pipeline and related AGI, MST facilities and EITS infrastructure scopes.
- Certified ISO 9001, QMS Auditor
- A minimum of 12-years working experience as a QC Advisor or QC inspector on oil and gas projects
- 8 years’ proven work experience as QA/QC Lead/Supervisor or Lead QC engineer in the oil and gas industry.
- 10 years of experience working within a cross-functional oil & gas pipeline project team supporting; engineering, interface, contractor construction and commissioning readiness.
- Experience working with and analysing quality data to report accurate KPI’s and potential non-compliance/non[1]conformance status back to the project management team.
Required Competencies
- Competency within industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office, Word, Excel, PowerPoint, Visio
- Previous Quality assurance/engineering experience and demonstrated knowledge/use of Quality
tools/methodologies such as DMAIC, TQM, SQM
- Knowledge of root cause analysis (RCA); data-driven decisions, risk analysis & analytical reporting
- Detailed knowledge of ISO 9001, ISO 10005, ISO 10006, ISO 19011, ISO 13485, ISO 31000,
- Detailed knowledge of CSWIP / BGAS / PCN / AWS / NACE Inspection requirements and certification
- Demonstrated knowledge of construction compliance, risk controls and site HSE hierarchy
- A high focus on identifying and meeting the key project deliverables and quality objectives
