Job Description
The PEAL officer, Planning, will be responsible for the design, coordination, and implementation of the monitoring and evaluation research framework of the different projects. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing team, particularly in relation to monitoring, reporting and governance issues and also take lead in conducting surveys focusing on baselines.
Roles & Responsibilities
- Conduct mappings & profiling (Baselines and explorations)
- Carry out data collection, cleaning, coding, validation, sorting & entry (focusing on baselines)
- Lead programmatic designs (Projections/Budgeting/Documentation/Sign offs)
- Map-out District programmatic rollouts (Internal), expansions, and replication
- Lead entry to new Districts and Regions prioritizing last-mile people in Uganda
- Take lead on Programmatic Scaling, Replication & Expansion
- Spearhead PEAL Strategic Planning (Quarterly/Annual) and Tracking
- Participate in project monitoring and provide follow-up support.
- Undertaking Research and Innovation programs/Initiatives
- Develop field-based tracking tools to be used by the planning and evaluation team and reporting templates for project officer use.
- May represent the organization to governmental agencies, funding agencies, national organizations, and/or the general public.
- Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement.
- Other duties as required by your Supervisor/Team Leader and/or Management
Requirements and Experience
- University degree in Statistics, Social Sciences, Economics or related field
- Proven experience in planning and designing for projects.
- Post-graduate qualification in Monitoring & Evaluation and Project Planning would be an added advantage
- In-depth knowledge of Management Information Systems, Monitoring and Evaluation and Development issues
- Good understanding of capacity assessment and community development methodologies
- Experience in project designs at a community development level
- Experience in designing tools and strategies for data collection, analysis and production of reports
- Proficient in Microsoft suite, especially Excel, word and PPT.
- Excellent English oral and written communication skills. Fluency in a local language where Raising The Village works would be considered an added advantage
- Organizes workload effectively while remaining aware of changing priorities and competing deadlines
- Accurately completes multiple tasks while taking into consideration special assignments, frequent interruptions, changing priorities, and competing deadlines
- Establishes, builds, and maintains effective working relationships with staff and clients to provide support
- Strong training & facilitation skills.
