Overview & Responsibilities

IDLO is implementing a Community Justice Programme in Uganda which seeks to enhance the accessibility, quality and sustainability of justice services delivered for rural, vulnerable, and marginalised communities in Uganda. The programme works with both state and non-state institutions supporting access to justice interventions.

The IDLO Uganda Country Office is seeking a qualified Communication and Documentation Consultant to lead the process of documenting of results, accomplishments, and lessons of the Community Justice Programme (CJP), which has been implemented in Uganda since 2019. The consultant will lead data collection, focusing on key areas of the programme: support to state institutions, support to non-state institutions and direct interventions, and will produce user-friendly documentation products that highlight the CJP’s contribution as well as acting as a record of contribution made by the Programme.

Job Requirements

Under the supervision of the IDLO Uganda Country Manager and in close coordination with the Monitoring, Evaluation and Learning Coordinator, the consultant will conduct the exercise, including developing an elaborate methodology, along with tools and materials that will be used. The consultant will work with IDLO to determine sampling as well as content to be included. Outputs of the documentation will include: t hree (3) short videos (Not more than 5 minutes video about CJP contribution in Uganda); three (3) audio podcasts; ten photos communicating CJP results, and one fact sheet summarising CJP contribution. The assignment will involve interactions with key state actors that have worked closely with the CJP, implementing partner organizations, and staff of IDLO. The above products will be used by IDLO in a variety of ways such as stakeholder meetings, media campaigns, and reporting to stakeholders. To accomplish the task, the consultant will:

  • Develop and submit an inception report responding to these terms of reference, describing how the Consultant will facilitate IDLO’s realization of the stated objectives. The Consultant should include a proposed schedule, a description of activities, proposals on how these will be carried out and deliverables.
  • Based on the approved programme, conduct data collection, analysis and prepare documentation products to highlight the CJP’s contribution.

Timeline

  • Preparation and submission of inception report (1 day)
  • Data collection and analysis (6 days)
  • Preparation and presentation of draft documentation products (7 days)
  • Preparations and submission of final documentation products (6 days)

Job Requirements

Education and Professional Experience

  • Masters’ degree related to Communications, Journalism, Public Relations, International Development, Political Science, International Relations or other relevant fields is required.
  • At least 3 years of relevant professional experience in the communications field, especially in documentation or content creation, is required.
  • Experience working on communications and outreach materials that relate to sustainable development is desirable.
  • Experience in document, podcast and video production and editing is essential.
  • Experience in the usage of computers and office software packages (MS Word, Excel, Publisher etc.) and advanced knowledge of presentation and graphic software/platforms (Adobe InDesign, Canva, Shorthand) preferred is desirable.

Languages

  • Fluency in written and spoken English is required.
  • Excellent written and verbal communication skills.
  • Excellent interpersonal skills.
  • Sense of ethics, integrity, and commitment to IDLO’s mandate.
